Japan Fair Trade Commission
The JFTC, following an investigation into K.K. Urushihara, today issued a cease and desist order finding an infringement of Section 4(3)(misleading representation on country of origin) of the Premiums and Representations Act. The JFTC also requested the Japan Glove Industries Association to instruct its members on appropriate representations to prevent them from engaging in similar conduct in the future.

2. Outline of the order
(1) Outline of Violations
K.K.Urushihara, from February 1999 to August 2003, made misleading representations on gloves which the company sold to consumers through department stores in Japan pretending as if the gloves were produced in Japan by replacing the “Made in China” tag with “Made in Japan” one. The gloves were actually made in China.
(2) Outline of elimination measures
a. K.K. Urushihara shall announce that they have made the misleading representations.
b. K.K. Urushihara shall take measures to prevent recurrence and inform its directors and employees of the measures.
c. K.K. Urushihara shall not make representations that mislead consumers in the future.
3. Outline of the request
The JFTC requested the Japan Glove Industries Association as follows:
(1) The Japan Glove Industries Association shall thoroughly inform its members of this cease and desist order.
(2)The Japan Glove Industries Association shall instruct its members on the appropriate representations on country of origin of gloves in order to prevent violations of the Premiums and Representations Act.
