JFTC surcharged participants in bidding for Placing Road Traffic Signals etc. called by the Tokyo Metropolitan Police Department

As for bids called by the Tokyo Metropolitan Police Department, the JFTC ordered 57 participants in tendering for placing road traffic signals to pay surcharge in accordance with Section 48-2(1) of the Antimonopoly Act.

1. Violation related to surcharge (recommendation 15 Jul 2002, decision 30 Jul 2002)
The following companies conspired to rig bids by predetermining a winning bidder to enter into contracts, being let through competitive bidding. These acts infringed Section 3 of the Antimonopoly Act.

(1)58 constructors of placing traffic signals etc. in Tokyo Area
Parties Concerned: Nohara K.K. and 57 other corporations.
The Bidding Process: competitive bidding process or quotation adjustment system by designation.

(2)50 constructors of solvent coating traffic signals etc. in Tokyo area
Parties Concerned: Shingo Kizai K.K. and 49 other corporations.
The Bidding Process: quotation adjustment system by designation.

(3)56 constructors of painting traffic signals etc. in Tokyo area
Parties Concerned: Nohara K.K. and 55 other corporations.
The Bidding Process: quotation adjustment system by designation.
