Green Growth and Competition Policy

With implementation of policies toward carbon neutrality and green growth at a global level, we are seeing that competition on innovation has emerged and the role of competition policy has been shed light on. In order to ensure environments for promoting the competition on innovation, it is getting necessary to implement competition policy from a brand-new perspective toward the future.
Recently, the European Commission has been reviewing its competition policy with the aim to realize the European Green Deal. The Netherlands Authority for Consumers and Markets has released the draft Guidelines on application of the competition law to agreements among businesses for the purpose of environmental protection.
On the other hand, businesses have been positively taking actions for achieving carbon neutrality and green growth. At times, it is pointed out that cooperation and collaboration among businesses may violate competition laws.
As discussed above, there is a new challenge: “how should competition laws be applied to businesses collaborating for environmental protection?”. This topic is attracting attention of competition authorities and experts around the world.
At this Symposium, we are hearing recent initiatives by foreign competition authorities and having a panel discussion with those enforcers and experts in Japan for contributing to planning of Japan’s future competition policy.
