Statement by the Secretary General at a regular press conference (December 13, 2023)

(The meeting of the OECD Competition Committee and related meetings, December 2023)

     Today, I would like to introduce the meeting of the OECD Competition Committee and related meetings held in December 2023. These meetings were held in Paris, France, from December 4 (Mon) to December 8 (Fri), and were attended by Commissioner Aoki, Deputy Secretary General for International Affairs Tanaka, and other officials.

     The OECD Competition Committee is led by competition authorities from OECD member countries (* 38 countries) and discusses common issues related to competition law and policy in each country. JFTC has been a member of the OECD Competition Committee since Japan joined the OECD in 1964. Currently, Commissioner Aoki has been a "Bureau" member, which is the board of the OECD Competition Committee. Commissioner Aoki has also been the "ICN Coordinator," which coordinates and cooperates with activities between the ICN and the OECD.
     The OECD Competition Committee holds Competition Committee meeting, the Working Party No. 2 on Competition and Regulation, and the Working Party No. 3 on Co-operation and Enforcement, twice a year, in around June and December. In addition, as related meetings, the OECD Global Forum on Competition, including both OECD and non-OECD economies, and High-Level Meeting of Representatives of Asia-Pacific Competition Authorities, in which the heads and senior representatives of competition agencies throughout Asia-Pacific gather, are also held along with the Competition Committee meeting around December each year.
     The agenda of the OECD Competition Committee is determined reflecting the awareness of the issues raised by member countries at the time. At this meeting, a wide range of topics were discussed. JFTC submitted contribution documents on several topics, including "Competition and Professional Sports" and "The Role of Innovation in Enforcement Cases," and participated in discussions introducing Japan's efforts at the meeting.
     With regard to the roundtable on "The Role of Innovation in Enforcement Cases," JFTC submitted contribution documents based on the "Interim Report of the Study Group on Innovation and Competition Policy" published in June this year, and on the day of the meeting, Commissioner Aoki delivered a presentation on the outline of the interim report and examples of merger investigation considering innovation in Japan.
     JFTC will continue to actively participate in discussions and make contributions in international frameworks, including the OECD Competition Committee.
