Japan Fair Trade Commission
The Japan Fair Trade Commission (JFTC)decided to dispatch, in collaboration with Japan International Cooperation Agency (JICA), one of its staff as a JICA specialist to the Vietnam Competition Administration Department (VCAD), which is a Vietnamese competition authority as shown below.
In Vietnam, where the economy has recently been rapidly growing, the competition law was enforced in July 2005. VCAD is actively developing its system by, for example, increasing the number of staff year by year (approximately 20 staffs in December 2006 ⇒ approximately 60 staffs in July 2008). However in the course of full operation of the competition law, VCAD faces various problems, such as little execution experience,insufficient organizational system and poor knowledge and consciousness about competition among general population.
With this background,the JFTC decided to provide support for the project to enhance the capacity to enforce the competition law and implement competition policies in Vietnam conducted by JICA. The purposes of the project are
preparation of a system toward enforcement of the competition law and effective implementation of competition policies by VCAD and preparation of a just and fair competitive environment in the Vietnamese market. Dispatching a specialist is carried out as a part of this project.
1. Dispatch period : September 24, 2008 to June 30, 2010 (tentative)
2. Organization to which the staff is dispatched : Vietnam Competition Administration Department (VCAD)
3. Major activities
(1) Preparation of a system to enforce the competition law and staff education
- Advice on examination activities
- Preparation of manuals related to legal interpretation standards and investigation activities
- Mapping out and implementation of training programs for VCAD staff
(2) Improvement of advocacy activities of the competition law
- Approaches to improve consciousness about the competition law in Vietnam (holding seminars and so on)
