Request for Public Comments on “Summary of Issues Concerning the Modality of the Administrative Surcharge System”

The Study Group on the Antimonopoly Act convened by the JFTC (hereinafter the “Study Group”)(Chair person: Mr. Daitaro Kishii, Professor of Law, Hosei University) has studied the modality of the administrative surcharge system since February 2016.
The Study Group has compiled a report entitled “Summary of Issues Concerning the Modality of the Administrative Surcharge System” which listed the issues to be discussed in the following meetings, after discussing and holding hearings with experts and interested organizations at the meetings. The Study Group launches a public consultation on the summary of issues addressed in this report to seek opinions, policies, specific ideas and useful information with regard to each of the listed issues from the various interested parties, as follows.
The Study Group will discuss each issue in detail based on “Summary of Issues Concerning the Modality of the Administrative Surcharge System” with taking submitted comments into account.

2. How to obtain related materials:
Related materials are available at:

3. How to submit comments
Please submit your comments in Japanese by either of the following three methods, identifying your name, address and contact information (telephone number, facsimile number or e-mail address). If you submit as a corporation or an association, please identify the location of main office, the name of a corporation or an association and the
name of a person who submits a comment. Submitting a comment by phone cannot be accepted.

The subject of the e-mail should be “Comments on the Summary of Issues Concerning the Modality of the Administrative Surcharge System.”
