JFTC holds the sixth Technical Training Course on the Antimonopoly Act and Competition Policy for China

1. Outline of the Training Course

(1) Period: 23 February ? 25 March 2004
(2) Participants: 10 officials of State Administration for Industry (hereunder SAIC) and Commerce and Ministry of Commerce (hereunder MOFCOM) of China
(3) Organizers: the JFTC, Japan International Cooperation Agency (JICA)
(4) Places: JICA Osaka International Center, Osaka, The JFTC, Tokyo

2. Backgrounds

 In the 14th National Congress of the CommunistParty of China in October 1992, the Chinese Government decided that the objective of the economic reform was the realization of “Socialist Market Economy”. It also set economic reforms as one of the priority policies in the 9th Five-Year Plan of 1996 and has been working for the establishment of modern legislation for business, the development of commodity market, the promotion of economic laws, etc. The Government is drafting the competition law as one of the above economic reforms, joining the World Trade Organization.

 Under this circumstance, the Chinese Government takes a great interest in the JFTC’s experience concerning the Antimonopoly Act and competition policy, and requests instruction and advice on the Chinese competition law and its enforcement. In response to their needs, the JFTC has held the Training Program for officials of the SAIC and the MOFCOM which are in charge of the sector,and this year’s course is the sixth one.

 Incidentally, the JFTC had held the Training Program for the SAIC officials only until the last time, but this year’s course also invites officials of the MOFCOM which drafts the competition law with the SAIC.
