(JFTC's initiatives related to the implementation of the Invoice System)
Today, I would like to explain our initiatives related to the implementation of the Invoice System, which was launched on the 1st of this month.
In the "Invoice Q&A" formulated jointly with relevant ministries in January 2022, the JFTC clarified its views on conduct that could be problematic under the Antimonopoly Act or the Subcontract Act in implementing the Invoice System, and has been working with relevant ministries and organizations to publicize the Q&A.
For publicizing the views in relation to the Antimonopoly Act or the Subcontract Act, we have promoted our initiatives as follows.
* Establishment of a dedicated section on our website
* Launch of an instructional video on "Invoice Q&A" jointly with the national tax authorities
* Dispatch of our staff members as lecturers to seminars held by the national tax authorities and training sessions held by tax accountant-related organizations
* Post of "Invoice Q&A" and guidance on our consultation services on the websites and publicity magazines of small and medium-sized enterprises-related organizations
In particular, with the launch of the Invoice System, we renewed our explanatory videos and updated them to include views on recent cases where the JFTC issued cautions, on the first day of this month.
As of the end of last month, we had responded to approximately 3,000 consultations from ordering enterprises and tax-exempted enterprises about views under the Antimonopoly Act and the Subcontract Act.
We have added invoice-related questions and have been collecting information on potentially problematic conduct in various surveys we conducted.
As of the end of last month, we issued 36 cautions regarding cases that may lead to the Abuse of a Superior Bargaining Position under the Antimonopoly Act.
From the perspective of improving trading environment for affected enterprises, we will continue to prevent violations by proactively publicizing "Invoice Q&A", and will strictly deal with violations of the Antimonopoly Act and the Subcontract Act.
(Fiscal 2023 Promotion Month for Fair Subcontract Transactions)
JFTC has been strictly dealing with violation of the Antimonopoly Act (AMA) and the Subcontract Act by applying these laws to those conducts that unfairly disadvantage small and medium-sized enterprises. In addition, in order to prevent such conducts, we are actively implementing public awareness activities related to the Subcontract Act and the Abuse of Superior Bargaining Position, stipulated in the AMA.
Today, as part of these activities, I would like to talk about the "Promotion Month for Fair Subcontract Transactions".
Since 1981, We have designated every November as the "Promotion Month for Fair Subcontract Transactions" and has been intensively working to promote and raise awareness of the Subcontract Act during this period in collaboration with the Small and Medium Enterprise Agency.
During the period, in order for enterprises to understand the contents of the Subcontract Act, we have released videos about the concept of the Subcontract Act to help you understand it easily.
In addition, we ask various organizations such as prefectures, the Chamber of Commerce and Industry, and Commerce and Industry Association to cooperate in publicizing the period by displaying posters and publishing them in official newspapers.
Furthermore, with the aim of promoting the period more effectively, we invited the public to submit campaign slogans under the theme of "proactive price consultation from the ordering enterprises" this fiscal year.
As a result, we decided to use "“Let's review it”That one word saves all." as our campaign slogan.
In order to achieve fair price pass-through, it is important for suppliers to actively hold discussions on price pass-through. We hope that enterprises will understand the rules of subcontract transactions correctly and further make them more appropriate.
