Statement by the Secretary General at a regular press conference (February 21, 2024)

(Open Call for Digital Analysts)

     Aiming to address competitive issues in the digital field, the JFTC has, through market studies, been identifying problems under the Antimonopoly Act and making recommendations for improvement, including the development of necessary rules. For the effective implement of these initiatives, we have hired four private digital experts, "Digital Analysts," as part-time employees.
     We believe that it is necessary to further strengthen the human resources with expertise in the digital field for further effective implement of the initiatives above, by identifying the actual business conditions of digital platform operators through data and algorithm analysis, and by fully verifying technical arguments such as security assurance made by digital platform operators.
     In this regard, the Cabinet approved the "Grand Design and Action Plan for a New Form of Capitalism 2023 Revised Version" in June last year, which stated that "Focusing on fields where the market is rapidly changing, such as green and digital fields, [...]. In order to swiftly ascertain the actual status of transactions in these fields, we will promote the appointment of human resources with expertise in cloud computing, information technology, [...] etc. to the Japan Fair Trade Commission." Thus, it is urgent to secure specialized human resources in the digital field.
     To further strengthen the system, the JFTC started to make an open call for two types of digital experts - data analysts and security analysts - on Wednesday, February 14.
     The duties of data analysts will include wide-scale and large-scale data collection for the purpose of ascertaining the actual status of business operators, developing tools including new data collection tools for it, and analysis using the collected data.
     In addition, the duties of security analysts will include examining measures taken by business operators to ensure security and protect privacy in the digital field, including mobile operating systems and app stores.
