(Request for Public Comments on the Order for Enforcement and Other Rules of the Act on Improvement of Transactions between Freelancers and Undertakings)
Today, I would like to talk about the Request for Public comments on the order for enforcement and other rules of the “Act on Improvement of Transactions between Freelancers and Undertakings,” so called the “Freelance Act.”
The Freelance Act was promulgated in May of last year to promote the improvement of transactions and the working environment for freelancers.

The JFTC has been studying the formulation of cabinet orders and JFTC rules related to the Act by holding meetings of the expert panel to discuss them. These drafts have now been prepared, and on April 12, we published the drafts and began soliciting public comments.
This request for public comments is a joint effort by the Cabinet Secretariat, the JFTC, the Small and Medium Enterprise Agency, and the Ministry of Health, Labour and Welfare, which have jurisdiction over the Freelance Law.
We will accept comments from a wide range of parties until May 11, and we would like to prepare a final draft based on the comments.
We also announced that the Freelance Act is scheduled to take effect on November 1, 2024.
With less than seven months remaining until the Freelance Act comes into effect, the JFTC will continue to prepare for its implementation.
