Public Awareness Videos on the Guidelines for Labor Costs Pass-through
Today, I would like to explain the Public Awareness Videos on the Guidelines for Labor Costs Pass-through. Formally titled the Guidelines on Price Negotiation for Appropriate Pass-through of Labor Costs and abbreviated as the “Guidelines for Labor Costs Pass-through,” these guidelines were jointly developed with the Cabinet Secretariat last November to provide guidance on price negotiations for the appropriate transfer of labor costs.
The Guidelines for Labor Costs Pass-through were established with the recognition that securing funding for wage increases in small and medium-sized enterprises through the proper transfer of labor costs is critically important. As part of efforts to improve the business environment for such transactions, these guidelines outline 12 codes of conduct to be taken or expected during price negotiations from the perspectives of both orderers and contractors.
To increase understanding and awareness of the Guidelines for Labor Costs Pass-through among a broader audience, we have released public awareness videos this month, which also align with the Promotion Month for Fair Subcontract Transactions. The videos present a quiz format using true or false questions to illustrate recommended actions during price negotiations, based on the guidelines and from the perspectives of both orderers and contractors.
In addition to an introductory question, we have released 13 one-minute videos, featuring a question related to one of the 12 codes of conduct. We have also published 13 corresponding YouTube Shorts with the same content, allowing viewers to easily check each question and code.
We have also released a 10-minute explanatory video that provides in-depth commentary on each quiz. For those interested in the explanations, all these videos are available on the JFTC’s website and YouTube channel (in Japanese only).
Additionally, in collaboration with the Cabinet Office’s Public Relations Office, we will begin broadcasting advertisements on public transportation, including trains and taxis, starting on Monday, November 11. In partnership with the Small and Medium Enterprise Agency, we will also introduce the Guidelines for Labor Costs Pass-through and related initiatives on a TBS Radio program scheduled to air on Sunday, November 10. Furthermore, we are raising awareness through television commercials, nationwide radio ads, and online advertisements.
The JFTC remains committed to providing clear and accessible information and will continue proactive public outreach efforts on the Guidelines for Labor Costs Pass-through and other price pass-through initiatives. We kindly request the media’s continued understanding and support in sharing information about our efforts.
